 Q. Electrical issues w/ house: home inspector checked electrical using generator. part of house did not power on? i am looking at a house and had a home inspection done. the inspector said he tested the electrical system using a generator and part of the house did not power on. what could be the issue? how much would repair cost to such issue?
I am wondering if he only hooked up to one leg of power ….
You need to find out how he did his test …was he back feeding the system through an outlet.

 Q. House electrical? im getting power and ground to the outlet but no electricity is coming out of the outlet...ive tried swapping the wires around with no luck...is there something im doing wrong or i forgot to check? electricity doesnt work for part of the house
You need to call a PRO, messing around with electricity is no joke. Swapping the wires will send power to the neutral of anything you plug in, that will lead to nothing but trouble, especially on an ungrounded circuit. Sounds like you have a problem at the source ether at the panel or at the connection from the street. Call a PRO.

 Q. Can a house be rented out without the electrical safety check? if a house is rented out without the electrical safety certificate (but only has the gas safety certificate), what is going to happen if the tenants did something silly and hurt themselves?
In England/Wales - The landlord is liable to ensure that the electrical supply is safe - but there is no legal requirement for an electrical safety certificate.
Tenants are responsible for their own safety, if they do something stupid then that is their own fault and the landlord can not be liable.

 Q. Electrical outlets on the exterior of my house r not working, inside outlets work fine, please help me.? i checked the circuit box,it seems fine, just that exterior of the house electrical outlets r not working, they used to work till last year.
The exterior outlets should be GFCI. If they are they will have a reset button. Hit the reset button and see if that resolves your issue.

 Q. Who is responsible for paying for an electrical check on a house, the buyer or the seller?
The buyer is the responsible party. It is up to them if they want to make sure their future investment is worthy. Usually, the buyer gets an inspection done on the house. An electrical check is something specific that the buyer wants done and should really be done by a certified electrician. Neither an electrical check or a general home inspection is a requirement, so it's up to the buyer if he wants it done or not. (Which I definitely recommend!)

 Q. Is there a way to check a house's wiring by hipot testing the electrical wires to ground? i want to check the insulation integrity and make sure it is not partially compromised somewhere.
Hipot would be very dangerous in this case. The typical home insulation is 300 to 600 V. If you are at all suspicious of the insulation, it should be R&R ASAP. Instead of a Hipot a 600 volt megger would give a good indication of the grounds or shorts in the system. The problem with either is that all of the loads must be removed first. This alone may damage the insulation in old systems ( Knob and Tube). K&T is no longer an approved system in the NEC, if that is the system you are using, it's time for R&R. Another problem with Hipot or a megger is any electronics would be damaged. For residential use, a good visual inspection by a qualified professional electrician is the best solution.
Since you are concerned and have a little knowledge, list your concerns and call a qualified professional electrician to do the inspection and list the repairs needed.

Depending in which jurisdiction you live, you can begin by contacting the city clerk of your community who can point you to the correct source. The same is true in the county by contacting the County Clerk or secretary to the board of Supervisors.

 Q. House electrical problem? just tonight the i used the microwave, and half of the electronics in the house went dimm. anything requiring much electricity wont turn on at all, such as the tv and satellite box. after checking the breakers, none were thrown, but the water heater breaker was the one that controlled all the appliances that are dim. if i unplug the water heater, nothing on that circuit works at all, as soon as it is plugged in everything is on but dim. if anyone can give me any ideas for what to check to correct this i would appreciate it.
this sounds like a possible solution since we had an electrician replace our old box that used fuses with a breaker box. the reason i agree is that when they replaced it they created a bottle neck between the main pole and the house which both have 200 amp breakers. they put a 50 amp breaker between them. so i could see this breaker being the problem. any further insight will be appreciated.
new info, i just went outside and opened up the 50 amp circuit breaker box, turned it off and blew all the dust out of it. turned it back on and everything worked like normal. yes the water heater is hard wired, i disconnected the hot line right on the water heater. after turning off the breaker out side and turning it back on the water heater breaker no longer turns off the appliances it was turning off before. i am so confused.
Get the electrician back soon. It sounds like you have lost your neutral and the water heater is now the neutral through the water pipes or the water its self. Any thing on that dimmed line will burn out if it is used.

 Q. Electrical conduit in breaker box shorting whole house and damaging pipes and appliances. sue electrician? my parents hired an electrican a couple of years ago to change the circuit breaker boxes for two floors. few months later we began to have problems with the breakers tripping because of an unknown reason, other than a theory that wires somewhere in the house are touching. later we began to have pipe problems because some pipes are touching the conduit and makes sparks, and little by little pipes began breaking because they developed holes. back then i did not know what was going on, neither did my parents. but i have entered college and got some electrical knowledge i realized that the problem must have been caused by the box. we did not suspect that before coz the house is really old and might need rewiring, but yesterday 2 breakers went off and i checked the boxes. there it is, the wires were not properly protected and the conduit damaged most of them, which created a fire hazard. now if i find the electrican, can i sue him for damages and endagerment to the family and the property?
sounds like the pipes are not properly bonded and the panel is energized.. First off get an electrical contractor who is credible and diagnose the problem , then go from there
