Q. Is there a way to check a house's wiring by hipot testing the electrical wires to ground? i want to check the insulation integrity and make sure it is not partially compromised somewhere.
Hipot would be very dangerous in this case. The typical home insulation is 300 to 600 V. If you are at all suspicious of the insulation, it should be R&R ASAP. Instead of a Hipot a 600 volt megger would give a good indication of the grounds or shorts in the system. The problem with either is that all of the loads must be removed first. This alone may damage the insulation in old systems ( Knob and Tube). K&T is no longer an approved system in the NEC, if that is the system you are using, it's time for R&R. Another problem with Hipot or a megger is any electronics would be damaged. For residential use, a good visual inspection by a qualified professional electrician is the best solution.
Since you are concerned and have a little knowledge, list your concerns and call a qualified professional electrician to do the inspection and list the repairs needed.


Q. City worker got his truck stolen because he left it running while he was checking electrical wires? so this city worker in my department left his truck running as he went to check some electrical wires and when he came back it was gone-like any common sense could have predicted. what am i supposed to do with him at this point? that was a more than 50000 dollar vehicle, but our local union is not going to be happy about it.
No, if your his manager then you need to let him go. There are tons of poeple clamoring to get a good city job like that.
What can the union say, they won't like it but the fact remains that the only cause ofthe vehicle being stolen is the worker's negligence, if there were other mitigating factors such as the lock was picked or the window was broken, then you could have a real problem, but so far as I see it, the employee made it easy for you to let him go. Either way whether you fire him or not, his complacency will probably come to a screeching halt.

Q. Is there an electrical tester on the market to check for shorts in wiring.? i have a 1978 corvette. dash lights went out, signal lights quit working, power locks don't work and the battery will drain in about a week if i leave it hooked up. all fuses have power on both sides.
is there a tester available that will tell if a wire is grounding out.

Save yourself some time and effort and learn how to use a digital Volt Ohm Meter (VOM). They are readily available at Sears for about $30. They are simple to use once somebody shows you how. For measuring your battery voltage, just switch to the "20 Volt DC" scale, and hold the test probes on the battery terminals. You should read at least 12.6 Volts DC for a fully charged battery after the car has been parked for a couple of hours. With the car idling, you should read 14 - 15.5 Volts DC depending on battery charge and temperature. You can also easily measure the current in Amperes that is being drawn out of your battery while the car sits overnight (called "parasitic" current draw). This reading should be less the 1/4 Ampere (250 milliamperes). You simply set the meter for the "10 AMP" scale and connect one lead to the negative battery terminal and the other to the black battery cable that was disconnected from the negative battery terminal. If the reading is more than 0.25 Amperes, start pulling fuses one at a time to see which one causes the AMP reading to drop below 0.25 AMPs (1/4 AMP). Reinstall that fuse after each test. Make sure all the doors are closed and the courtesy lamps are all extinquished including an underhood lamp if you have one.
Finally, to measure for short or open circuits, remove the battery cables from the battery and switch the VOM to the lowest "Resistance" measurement scale (ohms of resistance). Readings near zero ohms mean a dead short as when you measure a short length of copper wire. Read the manual that comes with the meter. However, some standard electrical resistance readings for coils and bulb filaments for example are normally very small (less than 10 ohms).


Q. Are us electrical wiring codes local, state or national? and can you find out about them on-line? i would like to check out the wiring in my house in the us, and update it if needed. i have put in standard wiring in italy, but i don't know what the code standards are in the us.
for the most part every code follows the national electric code as published by the national fire protection assoction. however there are local and state additions to this code in some places. the easiest way to avoid problems is to talk to a local inspector. contary to common belief they don't like failing someone and usually are all to willing to work with you. another thing to remember is under the NEC it is the inspector that decides what meets the code and his word is final. there is no appeal.
